The Iranian Community Support Fund (ICSF) is a community-driven mutual aid initiative established to provide short-term emergency financial assistance to Iranian students affiliated with the University of Central Florida (UCF) who are experiencing unexpected financial hardship or emergency situations.
The fund exists to: provide timely financial support to students facing urgent or crisis-related circumstances that may impact their well-being, stability, or ability to continue their education; promote solidarity, shared responsibility, and mutual support within the Iranian student community; operate in a transparent, ethical, and accountable manner in accordance with this rulebook.
The fund does not serve as a substitute for scholarships, tuition assistance, or long-term financial aid programs.
Legal & Organizational Status
The Iranian Community Support Fund (ICSF) is not a registered nonprofit organization and does not have 501(c)(3) tax-exempt status.
All contributions to the fund are voluntary and not tax-deductible.
ICSF operates as a community mutual aid fund, governed by this rulebook and internal oversight mechanisms.
No individual donor, contributor, or participant acquires ownership, financial interest, or control over the fund.

Governance Structure
4.1 Supervisor / Treasurer (Primary Bank Holder)
The Supervisor/Treasurer serves as the primary financial custodian of the fund and:
Is the primary holder of the fund’s designated bank account; connects the bank account to approved payment platforms (e.g., Stripe, PayPal); executes fund disbursements only after formal committee approval; maintains accurate financial records, statements, and transaction documentation; does not make unilateral decisions regarding fund distribution.
4.2 Co-Treasurer (Secondary Bank Holder)
The Co-Treasurer serves as a joint holder of the fund’s bank account (optional); provides continuity, oversight, and financial transparency; assists with review of financial records and reporting; acts as a backup authority if the Supervisor/Treasurer is unavailable.
4.3 Fund Committee
The Fund Committee consists of five (5) members: two (2) representatives from IRSA; three (3) members selected from the Iranian student community at the University of Central Florida (UCF).
Committee responsibilities include: reviewing applications for financial assistance; approving or denying fund disbursement requests; overseeing fundraising strategies and sustainability; ensuring ethical, fair, and consistent application of fund policies.
Committee members should, when possible, represent diverse perspectives within the Iranian student community.
All committee members must: be actively affiliated with UCF as students at the time of service; maintain active ICSF membership; disclose any conflicts of interest related to fund applicants or financial decisions.
Committee Meetings & Voting
Committee meetings may be held monthly or as needed.
A quorum requires the presence of at least three (3) committee members.
Decisions are made by a simple majority vote (minimum three out of five).
Emergency requests may be reviewed electronically on an expedited basis when reasonably possible.
Fundraising Methods
ICSF may collect funds through the following means: monthly student membership subscriptions (e.g., via Stripe); one-time voluntary contributions (e.g., via PayPal or similar platforms); community fundraising events or initiatives.
Anonymous donations may be accepted when supported by the payment platform.
ICSF may not: engage in political fundraising or advocacy; provide loans with interest; participate in commercial or for-profit activities.
Eligibility for Assistance
Applicants for assistance must: have a demonstrated connection to the Iranian student community affiliated with UCF; be a graduate student affiliated with the University of Central Florida; demonstrate financial need or emergency circumstances consistent with the mission of the fund; have not previously received assistance from the fund, unless additional funds are available after all eligible first-time applicants have been considered; be an active member of ICSF.
Priority consideration may be given to: newly arrived students; students facing immigration-related challenges; students experiencing housing instability, medical emergencies, or food insecurity.
Qualified applicants approved by the committee may be placed into an assistance pool based on urgency, available funds, and current community priorities.
Applicants are generally expected to have maintained active ICSF membership for at least three (3) months prior to requesting assistance, except in approved emergency exemption cases.
Eligible & Ineligible Expenses
8.1 Eligible Uses
Funds may be used for: emergency housing or temporary rent support; food insecurity and basic necessities; medical or mental health emergencies; immigration-related or legal consultation costs; travel associated with urgent family emergencies; replacement of essential documents lost or stolen.
8.2 Ineligible Uses
Funds may not be used for: tuition payments or long-term educational expenses; salaries, stipends, or compensation of any kind; personal business or investment activities; political or religious activities.
Application Process
Requests for assistance must be submitted through a confidential online application form.
Required information will be kept to the minimum necessary for evaluation.
Supporting documentation is optional but may strengthen the application.
Applications containing false or misleading information may be denied.
Fund Distribution Rules
Assistance is generally limited to one-time support per case, unless otherwise approved by the committee.
Financial support per case may be capped (recommended range: $500–$1,500), depending on available funds.
Approved funds may be distributed via: direct payment to a service provider or vendor; or reimbursement to the applicant upon submission of receipts.
Approved disbursements are processed as promptly as reasonably possible, depending on fund availability, verification needs, and payment processing timelines.
Approved assistance is aid, not a loan — recipients are not required to repay.
Applicants are generally eligible for one approved assistance request within a twelve (12) month period unless extraordinary circumstances are approved by a supermajority vote of the committee.
Additional Distribution Considerations
Approval of an application does not necessarily guarantee immediate disbursement of funds.
Qualified applicants may be placed in a temporary assistance pool.
Funds may be distributed periodically (e.g., within a six-month cycle) based on: urgency of the situation; severity of financial hardship; available funds; and committee evaluation.
The committee reserves the right to prioritize cases involving immediate risk, including housing instability, medical emergencies, or immigration-related crises.
Confidentiality & Ethics
ICSF will make reasonable efforts to maintain applicant confidentiality and limit access to submitted information to authorized committee members.
Personal identities or case details are never disclosed publicly.
Committee members are expected to act impartially and with integrity.

Conflict of Interest Policy
Committee members may not participate in the review or voting of applications involving themselves or close associates.
Members must formally recuse themselves in cases of potential conflict.

Financial summaries will be shared monthly or quarterly, as determined by the committee.

Removal & Replacement of Members

Fund Dissolution Policy
In the event that ICSF ceases operation, any remaining funds shall be transferred to: a university-approved student support fund; or another community-based support initiative aligned with the mission of ICSF.

Amendments
This rulebook may be amended with approval from at least four (4) of the five (5) committee members.
All amendments must be documented and communicated to the community in a timely manner.
Adoption
This rulebook becomes effective upon approval by the founding committee and the appointed Treasurer(s).

2. Who Can Become a Member

3. How to Become a Member
You can join ICSF by contributing through one of the following options.
3.1 Option 1: Monthly Subscription
Choose a monthly contribution amount. Payments are processed automatically. Provides stable, predictable support for the community.
Membership Contribution Levels — ICSF offers voluntary monthly contribution levels to accommodate different financial capacities:
Student Member ($10/month): Intended for students who wish to participate in the fund through a modest, consistent contribution.
Supporting Member ($20/month): Intended for individuals who are able to contribute at a higher monthly level to strengthen the fund’s capacity.
Sustaining Member ($45/month): Intended for individuals who wish to provide sustained financial support to ensure long-term fund stability.
Contribution levels reflect voluntary support amounts only and do not confer additional rights, priority, voting authority, or eligibility for assistance.

3.2 Option 2: One-Time Contribution
Make a single contribution to support the fund.
One-time contributions may qualify for membership eligibility based on amount and timing, as defined by the committee.
4. Membership & Assistance Eligibility
Assistance from ICSF is primarily intended for active contributing members.

5. New Student Exemption
Newly arrived Iranian students who have not yet had an opportunity to become contributing members may be eligible for a one-time exemption when facing urgent circumstances.
